Message from the Chief Constable and Chair of the Police Authority

Welcome to this summary version of our Warwickshire Policing Plan, which we have produced as a way of increasing its accessibility. We hope that you will find it to be of interest and encourage you to read our full Policing Plan or contact us if you require further information.

During 2010-11 we remain committed to delivering the best possible protection to people who live, work or travel in the county by further reducing crime and increasing public confidence. This will be challenging.

By building on the excellent work achieved last year we will reduce the number of people killed or seriously injured in Warwickshire; the number of homes burgled and vehicle crimes committed and increase levels of trust and confidence. In delivering these services, the Authority and force will work closely together to ensure that, financially and operationally, we maximise all of our resources and ensure that we are affordable, acceptable and sustainable in years to come.

In real terms, we will have less money to police our county over the next three years than at present but, by reviewing our services and further refining the way we operate, we are confident that the very best levels of protection will be delivered within the resources available to us.

Message from the Borough Commander

The aim of Nuneaton & Bedworth Police for the next 12 months is to build upon the excellent performance of the last 12 months which has seen us surpass our reduction targets in Violent crime, Serious acquisitive crime; which includes Vehicle crime and Burglary, and successes in reducing Anti-Social behaviour.

This has been achieved through good partnership working with Nuneaton & Bedworth Safer Communities Partnership (NABSCOP) by identifying emerging trends and hotspots enabling intervention initiatives to take place. A co-ordinated approach between Local Policing and Protective Services resources including Response teams, Safer Neighbourhood teams, Policing Priority area team and the Offender Management Unit means that we maximise our potential to deliver best possible protection from harm with the resources at our disposal. This has been demonstrated in the success of Operation Ironbridge to tackle an escalating burglary problem which has been continued into this year and is already showing a reduction in burglaries compared with last year.  

Anti-social Behaviour and public confidence are a Borough priority and our SNT's will work tirelessly to address community concerns in this area and aim to deliver 100% of Community Forum priorities. They will actively engage with partnership support through the Leisure Trust and Positive about Young People workers and this combined approach will deliver outcomes.

The Borough response teams and "Right Service First Time" surgeries will aim to provide a first class response at the first attempt thereby improving public confidence in our ability to deliver protection from harm.

Our Vision

Our vision, ‘Protecting our communities together’, describes how, by focussing on those harms which are most serious and most likely to occur, we will maximise the protection we deliver within the resources available. Our focus remains to:

  • Reduce the number of people killed on our roads or as a result of crime
  • Reduce crimes of violence and road injuries
  • Protect people from loss, such as having their possessions stolen
  • Protect against distress: giving people and communities the confidence to go about their lives without fear

Our Themes

Our Plan has been developed around three themes: Delivering Protection, Inspiring Confidence and Maximising Value. Each theme seeks to address a major challenge:

  • Maximising the protection we deliver to our communities within the budget set
  • Inspiring increasing community trust and confidence that we will address the issues that matter most locally
  • Tackling the financial pressures faced so we remain acceptable, affordable and sustainable

We have outlined later in this Summary some of the initiatives that we believe will help us realise these three themes.

 

Influencing Factors

We have defined a series of Policing Priorities, outlined later in this summary, around which we will focus our efforts. If we achieve these Priorities we will have continued to increase the protection delivered to our communities. These priorities were shaped by:

  • Our continuing commitment to protect people from the risk of harm
  • The primary policing-related threats that our county faces
  • The Policing Priorities set by the Home Secretary
  • The financial pressures we face in developing a good and balanced budget
  • The priorities we and our partners have agreed with local communities to address their specific issues and concerns

There are also four principles that influence the way we police. These are to:

  • Focus on preventing harm and taking positive action to minimise the impact of harm
  • Continue to reduce the disproportionate levels of harm experienced by communities in our priority policing areas
  • Strive to continually deliver more protection to local communities
  • Deal with those people who cause the most harm, rather than crime-specific detection rates

 

Our Policing Priorities

Delivering Protection

To reduce the number of people killed or seriously injured

  • Reduce the number of people killed or seriously injured through road traffic collisions compared with last year by 2.5%
  • Reduce the number of people killed or seriously injured as a result of violence compared with last year. Local target: Fewer than 261 people
  • Detect 45% of crimes where someone is killed or seriously injured
  • Increase the number of serious sexual offences we detect compared with last year or a baseline of 2008/09 whichever is greater
  • Reduce the number of victims of robbery compared with last year. Local target: Fewer than 26 victims
  • Reduce the threat of organised crime groups on the communities of Warwickshire by 15%

To reduce the number of homes burgled and vehicle crimes committed

  • Reduce the number of homes burgled compared with last year. Local target: Fewer than 219 homes
  • Reduce vehicle crime compared with last year. Local target: Fewer than 663 vehicles

 

Inspiring Confidence

To improve trust and confidence

  • Local Safer Neighbourhood teams will deliver 100% of agreed policing activity that a) protects from harm, b) tackles anti-social behaviour, c) builds confidence and support community priorities
  • Increase the number of victims of serious sexual offences who report crimes to us compared with last year
  • Ensure at least 85% of victims are satisfied with the overall experience they receive
  • Ensure 53.3% of people agree that ‘the police and council are dealing with the anti-social behaviour and crime issues that matter in this area’ based on December 2010 British Crime Survey results

Maximising Value

To maintain an efficient and effective police force that is affordable acceptable and sustainable

  • Over the duration of this Plan to save £12m, of which £5.7 million (full year effect) to be saved during 2010/11

Delivering Protection

This theme is integral to the way we police our county. All our people come to work to protect communities from harm. Our Control Strategy plays a crucial role in defining the primary threats our county faces. In response to these threats we have developed the following initiatives intended to ensure that we maximise the protection delivered:
  • Priority Policing Areas: Where we focus our resources in the three identified communities, which suffer disproportionate levels of harm
  • Offender Management: Where we seek to disrupt and prevent the criminal and anti-social activities of our ‘High Harm Causers’
  • Prevent (Violent Extremism): Where we work with our communities to identify and protect vulnerable people and limit the opportunities for such extremists to propagate their opinions
  • Family Centred Intervention: Where in partnership we work with high harm causing and resource demanding families to challenge and change their behaviour and attitude to crime and anti-social behaviour
  • New Approach to Road Policing: Where we will target those road users who through the way they drive present a greater risk of harm to others, intervening where they show a flagrant and intentional disregard for the law by using their vehicle in a criminal and/or anti-social way
 

Inspiring Confidence

Whilst our vision focuses on delivering greater protection to our communities by reducing crime, it is equally important that we inspire their trust and confidence in our ability to address the crime and anti-social behaviour issues which adversely impact upon their quality of life. It is also important that having gained their trust and confidence, that those people who are required to use our services are satisfied with the way they were delivered. We will achieve this through delivering against the following initiatives:
  • Policing Pledge: Where we continually look to identify opportunities to improve the way we respond to crime and anti-social behaviour and explain the standards of service you can expect, whilst we strive to protect you from harm
  • Right Service, First Time: Where we have changed the way we respond to calls for service that do not require us to attend immediately
  • Consultation and Community Engagement Strategy: which describes how we will consult and engage local people to understand and address their issues and concerns
  • New Approach to Police Community Support Officer Deployment: Where PCSOs visit the victims and neighbours of pre-defined crimes to provide crime prevention advice and identify and understand their issues and concerns
  • New Approach to Anti-social Behaviour: Where we identify the threats faced as early as possible and manage the risks posed in a proportionate and co-ordinated way
 

Maximising Value

Our third theme addresses the real challenge of maximising value. It is the Police Authority’s statutory responsibility to secure efficient and effective policing services.
In balancing the increasing demand for policing with the resources available, it is important we continually improve our services, ensuring they represent good value for money.
In light of the significant financial pressures we currently face, this will represent a significant challenge, however, it is one we are well positioned to address. We will ensure that we remain affordable, acceptable and sustainable by:
  • Conducting a Force Review - 150plus: Where we will identify the most effective way to improve efficiency and productivity of our services so that we can maximise our ability to protect our communities within the limited resources available by:
    • Improving the way we deploy our officers and staff
    • Reducing overtime expenditure
    • Undertaking a programme of business process improvements (Service Reviews)
    • Reducing locally imposed bureaucracy
    • Adopting national and regional frameworks for buying goods and services
    • Improving Information and Communication Technology
    • Streamlining support services
    • Collaborating with partner agencies
    • Economising wider overhead expenses
